So, what sort of person deserves the honor of being the Citizen of the Year in the original spa city, the birthplace of famous people like Abner Doubleday?

A person who "selflessly does things and then does them again after getting kicked," said Carl Englehart, a member of the Elks, the organization giving out the award.

Englehart has no idea who would be a good candidate.

"Ask me who's a dirty rat. No problem."
